The full story
Set after Iron Man 2 and The Incredible Hulk. Agent Phil Coulson tells Agent Jasper Sitwell that the World Security Council wants Emil Blonsky, the Abomination, released from prison to join the Avengers Initiative. The Council sees Blonsky as a war hero and blames the destruction of Harlem on Bruce Banner.
S.H.I.E.L.D. has to ask General Thaddeus Ross to release Blonsky into its custody, and Nick Fury doesn't want him released at all. So Coulson and Sitwell decide to send a patsy to sabotage the meeting, and Coulson reluctantly picks "the Consultant": Tony Stark.
What follows is the bar scene from the end of The Incredible Hulk, from the other side. Stark finds Ross drinking and annoys him so thoroughly that Ross tries to have him thrown out, so Stark buys the bar and schedules it for demolition. The next day Coulson tells Sitwell the plan worked. Blonsky stays in prison.
