Bill Metzger is the director of the Department of Damage Control, publicly tasked with policing superpowered individuals in New York. He recruits Spider-Man to help stop what looks like an unprovoked telepathic rampage, while privately concealing that the DODC kidnapped and experimented on the telepath's sister, Sara Grey, and that she died in the agency's custody. Once Jean Grey forces the truth out of his own mind, he disappears rather than face what an investigation would uncover.

First turns up in Spider-Man: Brand New Day.
